In order to conduct effective and efficient Public Participation and Community Engagement (PPCE), teams aren’t solving just one problem, but a series of interconnected problems, deeply rooted in history. These problems range from choosing the most relevant customer engagement tactics to effective implementation of those tactics to using that engagement effectively in their work to overcoming generations of governmental mistrust. It’s a classic thorny, hard problem.

We created a first draft of this toolkit for cities, then we expanded it as a response to a Performance.gov Challenge, the PMA Learning Agenda: Public Participation and Community Engagement Evidence Challenge. We were one of three finalists, and are competing in Phase 2 in order to bring the toolkit to life.

PPCE is a technical art which when done poorly can cause real damage to communities and to the task at hand if the practitioner isn’t trained or has a baseline capability. Additionally customers aren’t experts in community engagement (they are experts in their own lives): their expectations might not align with the task, they have limited time or experience, and they don’t know how their feedback will effect change (at all). Both sides of the coin oen lack capability and a knowledge of what good community engagement looks like.

When you begin to design your activation or outreach, it’s helpful to think of some key parts of the public participation and community engagement system, so you can engage with the public by clarifying:

Who are you designing for, then understand and have a hunch about the how you are designing an inclusive engagement plan, which ethically collects personally identifying information, dealing with the PRA, and how to make your engagement accessible.

Finally, you can design activations across a range of Situations, using Tactics which will be most applicable.
